The Insurance Commission Board oversees the organisation’s functions under the Insurance Commission of Western Australia Act 1986 . Commissioners of the Board are appointed by the WA Governor on the nomination of the Minister.

The Minister responsible for the Insurance Commission is the Hon Rita Saffioti MLA, Deputy Premier; Treasurer; Minister for Transport; Tourism.

The Chief Executive is an ex officio member of the Board and is responsible for managing the day-to-day operation of the Insurance Commission.

Rob Bransby
Rob Bransby - Chair

Rob has been a Commissioner of the Insurance Commission since 2015 and was appointed Chair in October 2022.

EXPERIENCE

Rob has more than 25 years' experience in the financial services and insurance industries spanning banking, health and agriculture. He was most recently the Managing Director of Western Australia’s largest private health insurance company, HBF.

Julie Keene
Julie Keene - Deputy Chair

Julie was appointed Commissioner of the Insurance Commission in January 2022.

EXPERIENCE

Julie has almost 20 years of non-executive director experience across the community services, aged care, disability, education and tourism industries. Julie is a charted accountant and has held senior roles at JP Morgan, Bankwest, Murdoch University and HBF. She was most recently the Chief Executive Officer of MyIntegra, a financial intermediary in the disability sector.

Rod Whithear – Chief Executive Photo
Rod Whithear - Chief Executive

Rod has been a Commissioner of the Insurance Commission since June 2012. He was appointed Chief Executive in June 2012.

EXPERIENCE

Rod has more than 25 years’ experience in the Commonwealth and Western Australian public sector. He was previously an Executive Director of the WA Treasury responsible for State operating expenditure budgets. Rod has held positions in the superannuation, information technology, social services, leasing and corporate finance portfolios of Government. He was part of the team responsible for the transaction to sell off Sydney Airports Corporation Limited.

Alan Rees
Alan Rees - Commissioner

Alan was appointed Commissioner of the Insurance Commission in January 2022.

EXPERIENCE

Alan has over 25 years’ experience in the financial services industry, including the following sectors: banking and finance; insurance; superannuation; and investment management. Alan has held senior roles within major corporates and has worked with global and major consulting firms in Australia, Asia and North America to support the introduction of new business models, innovation and business transformation, to improve market access, and to address regulatory and technological changes for client organisations in their respective markets. He was most recently a Director within National Australia Bank’s Corporate and Institutional Wealth business.

Emma Scoteny
Emma Scotney - Commissioner

Emma was appointed Commissioner of the Insurance Commission in January 2022.

EXPERIENCE

Emma has over 25 years’ experience in corporate roles within the resources and agricultural sectors. Emma is an experienced Board Advisor and Corporate Lawyer who is Legal Counsel at ASX listed IMDEX Limited, a global mining technology company. She is also a non-Executive director of Minerals 260 Limited (ASX: MI6) and also has advisory roles in private property and agricultural businesses.

Hon. Ben Morton
Hon. Ben Morton - Commissioner

Ben was appointed Commissioner of the Insurance Commission in October 2022.

EXPERIENCE

Ben is a former elected member of Federal Parliament, representing the Western Australian electorate of Tangney. Most recently, Ben's portfolio included his roles as Minister Assisting the Prime Minister and Cabinet,  Minister for the Public Service and Special Minister of State. During his tenure, Ben worked on diverse legislation and policy changes. Of particular interest is his work on the Comcare policy, equivalent to the Western Australian RiskCover, providing self-insurance for government agencies. Ben was the Minister responsible for the National Office of Child Safety that brought together all Australian Governments to agree and launch Australia’s first National Strategy to Prevent and Respond to Child Sexual Abuse. Before entering Federal Parliament, Ben worked for Western Australian Builder and Building supply company BGC and was the Chief Executive of the Liberal Party of Western Australia between 2008 and 2015.

Jennifer Lawrence
Jennifer Lawrence

Jennifer was appointed Commissioner of the Insurance Commission in February 2024.

EXPERIENCE

Jennifer has over 40 years’ experience in executive roles within the health and human services sectors. Jennifer was the CEO of Brightwater Care Group until 2022 where she oversaw the introduction of new business including the Brightwater Research Centre.

Audit and Risk Committee

The Audit and Risk Committee assists the Board to monitor and oversee risk and compliance activities. An internal audit function provides assurance of the risk management approach adopted by management and independently reviews risk action plans in operational areas.
